DESCRIPTION: Chooses apartment neighbors randomly instead of by EA's usual lazy "pick the first one on the list" style.

NOTE: Apparently this mod generates errors for some people. I don't know what to say. It worked fine in my game for years. I don't know why some people have trouble.
