DESCRIPTION: Sims are less likely to constantly harass toddlers with peekaboo requests.

Sims won't autonomously try for peekaboo if the toddler is already doing something. I also fixed the junk data in the requirements so the action isn't available until relationship is STR/LTR 25/15 for family and 35/25 for visitors.
